The Governments of Russia and China and the key supervisory authorities in their energy sectors, namely, the Ministry of Energy of Russia, the National Development and Reform Commission of the People’s Republic of China, and regional authorities of the Far Eastern Federal District of Russia and the northeastern provinces of China, are involved in implementing the project to increase electrical power exports from the Russian Federation to the People’s Republic of China.
The partners of JSC Eastern Energy Company (a wholly-owned subsidiary of OJSC Inter RAO) are the biggest energy companies in Russia, namely, PJSC RusHydro, PJSC RAO Energy Systems of the East, PJSC Federal Grid Company of the Unified Energy System, PJSC Far-Eastern Energy Company and JSC Far-Eastern Generating Company, LLC National Control Center (Mongolia) and JSC Western Regional Energy System (Mongolia).
The project involves interaction between JSC Eastern Energy Company and JSC System Operator of the Unified Energy System, which provides centralized operational and technological dispatching control of the United Energy System of Russia, and works with the Nonprofit Partnership “Council for Organizing Efficient System of Trading at Wholesale and Retail Electricity and Capacity Market” (NP Market Council), bringing together the participants of the wholesale electricity (capacity) market.

PJSC Inter RAO

State Grid Corporation of China
The State Grid Corporation of China is one of the largest grid companies in the world. In 2016, the company topped the Top 500 Most Expensive Brands in China ranking by the independent research World Brand Lab. It is the second largest company in the world, according to the 2016 Fortune Global 500 ranking. The State Grid Corporation of China is state-owned and transmits and distributes power in China and overseas markets. In China the company holds monopoly rights to distribute electricity.
PJSC RAO Energy System of East
PJSC RAO Energy System of East (PJSC RAO ES of East) is the largest supplier of electrical and thermal energy in the Russian Far East. The company was founded on 1
st July 2008 to manage the energy companies operating in the United Energy System of the East (covering Primorsky Krai, Khabarovsk Krai, Amur Oblast, Jewish Autonomous Oblast and southern Yakutia), as well as six isolated energy systems. The main activities of PJSC RAO ES of East are the production and distribution of electrical and thermal energy, marketing, the development of generation capacities in the Far East, and alternative energy.
PJSC RusHydro
PJSC RusHydro is one of the Russia’s biggest energy companies. It is the leading producer of power from renewable energy sources, developing power generation using water flows, tidal, wind and geothermal energy. The company’s installed capacity amounts to 38.7 GW, including the capacity of PJSC RAO ES of East.
PJSC Federal Grid Company of Unified Energy System
PJSC Federal Grid Company of Unified Energy System (PJSC FGC UES) was incorporated in accordance with the restructuring program of the Russian Federation’s power industry as an organization that manages, maintains and develops the Unified National Electrical Grid (UNEG). The company’s basic functions are as follows: management of the Unified National Electrical Grid; provision of power transmission and grid connection services to participants in the wholesale energy market; investment in the development of te Unified National Electrical Grid; maintenance of electrical grids; and technical supervision of grid facilities.
PJSC Far-Eastern Energy Company
PJSC Far-Eastern Energy Company was founded by consolidating the regional energy systems of the Russian Far East. The company operates in Primorsk Krai, Khabarovsk Krai, Amur Region and the Jewish Autonomous Region. It is the main guaranteeing supplier in the second price zone and also has the status of Unified Purchaser, whose function is to buy and sell electrical energy to participants in the wholesale market in the second price zone.
JSC Far-Eastern generating company
JSC Far-Eastern Generating Company is the fourth largest generating company in Russia and the biggest participant in the Far Eastern energy market. The company produces heat and electrical energy and also supplies centralized heat to consumers in Khabarovsk and Primorsk Krais, Amur Region, the Jewish Autonomous Region and Yakutia. It also performs the function of distributing thermal energy to consumers.
LLC National control center
LLC National Control Center was founded in 1964 and is responsible for the safe and stable operation of Mongolia’s energy system. LLC National Control Center provides both centralized supervision of electricity generation, transmission and consumption in Mongolia and oversight over inter-governmental power exchanges.
JSC Western regional energy system
JSC Western Regional Energy System is one of the largest energy companies in Mongolia. It supplies residents of the western part of Mongolia with electricity, some of which is imported from Russia.
